PURPOSE

The Architectural Guidelines and the Architectural Review Process are designed to preserve the "community theme" and architectural character of Crowne Hill, ensuring that all exterior home improvements remain compatible with the neighborhood's existing style. These standards exist to establish a high quality of appearance, protect overall property values, and maintain the desirability and attractiveness of the community for all residents.

The Application Process

Step 1: Plan Your Project

As you begin your design and planning, please consult the  Architectural Guidelines to ensure your project remains compliant.​ Once you have selected a design that aligns with these standards, you may proceed to the next step.

NOTE: Please do not commence any work until you have received formal approval from the Architectural Committee.

Step 2: Prepare Your Architectural Application

Download the Application, Neighbor Statement & Paint Location forms here.

Please include the following information with your application:
  1. Completed Application Form: Signed by the homeowner.
  2. Neighbor Statement: Signatures from facing, adjacent, and impacted neighbors (notifies them of plans; their objection does not constitute denial by the Architectural Committee).
  3. Project Plans/Drawings: Two sets showing dimensions, design, color, materials, and drainage (if applicable).
  4. Site Photographs: Clear images of and the specific area proposed for improvement. 
  5. Paint Location Diagram Form: If painting the exterior of the home, include this from with your application. 
  6. Supporting Samples: Color chips, material samples, or product brochures if applicable. 

Step 3: Submit Your Architectural Application

Choose ONE of the following three submission methods: 
  1. Web Submission (Preferred): Log into the Homeowner Portal→ Select "Submit a New Request" → "ARC Request" → Upload documents. NOTE: You must upload your completed Architectural Application under the Upload Documents section.
  2. Email: Send the complete package to [email protected].
  3. Mail: Temecula Crowne Hill, c/o Avalon Management, 43529 Ridge Park Drive, Temecula, CA 92590.

Step 4: Architectural Committee Review

  • Upon receipt of a completed application, the Architectural Committee will evaluate the submission and issue a formal decision within 30 days.
  • Advisory: To ensure compliance, do not commence work or schedule contractors until you have received written notification of approval.

Step 5: Completion & Verification

  • Notice of Completion: A Notice of Completion form, including photographs of the finished work, must be submitted within 30 days of project conclusion to [email protected]
  • Project Timeline: In general, approved projects must be completed within six (6) months of the approval date.

Submitting a Paint Request
Follow the Application Process guidelines listed above. Make sure to include the completed Paint Location Diagram Form as part of the application. 

Frequently Asked Questions

General Questions
  • When must I submit an application? Before any work begins (landscaping, painting, fences, hardscape). Starting without approval is a violation and may result in fines or forced removal.
  • Do I need approval to repaint the same color?  Yes. You must verify the color is still on the approved list and compatible with the neighborhood, as paint fades and standards change. The Exception: Applications are not required for routine 'touch-up' maintenance (e.g., repairing scuffs on shutters, trim, or doors), provided the exact original color is used.
  • What if my application is denied? You may appeal to the Board of Directors within 30 days of the denial notice. Common reasons for denial include incomplete applications, aesthetic mismatch, or unauthorized materials.
  • Why was my neighbor approved but I wasn't?   Applications are reviewed case-by-case based on specific lot conditions and current rules. Existing improvements elsewhere do not grant automatic approval.Specific Rules & Restrictions
  • What DOESN'T need approval?  Interior alterations (unless ADU/JADU), general maintenance like tree trimming, stucco patches, or touching up trim with the exact same color.
  • Can I replace my front lawn with rocks?  Yes, but hardscape (rocks/concrete) generally cannot exceed 30% of the front yard area. No colored rock patterns (animals/flowers).
  • Can I install white vinyl fencing?  No. Fencing must be earth tone and meet wood fencing criteria.
  • Can I hide my RV/Boat behind a fence?  No. RVs and boats must be stored in a fully enclosed garage with the door closed.
  • Basketball Hoops:  Must be stored next to the home behind the rear yard gate when not in use. Never leave them on the street or sidewalk
